Solutions to Plastic Pollution: A Conceptual Framework to Tackle a Wicked Problem

Abstract There is a broad willingness to act on global plastic pollution as well plethora of available technological, governance, and societal solutions. However, this solution space has not been organized in larger conceptual framework yet. In essay, I propose such framework, place the solutions it, use it explore value-laden issues that motivate diverse problem formulations preferences for certain by actors. To set scene, argue shares key features wicked problems, namely, scientific, political, complexity uncertainty diversity views latter, can be framed waste, resource, economic, societal, or systemic problem. Doing so results different sometimes conflicting sets preferred solutions, including improving waste management; recycling reuse; implementing levies, taxes, bans ethical consumerism; raising awareness; transition circular economy. Deciding which these desirable is, again, purely rational choice. Accordingly, social deliberations across four scales change. At geographic time scales, we need clarify where when want solve On scale responsibility, who accountable, means make change, carries costs. magnitude scale, discuss level change desire spectrum status quo revolution.
